Chief Executive Officer
Sam Miess is the Chief Executive Officer and co-founder of RTS GLOBAL CONSULTING. Mr. Miess is an international leadership and management expert with more than 40 years of successful executive management, crisis management/risk mitigation, reality-based strategic planning and execution, solution-oriented problem solving, diplomacy, targeted due diligence, financial management/budgeting, corporate intelligence, and program management and implementation in both the corporate and government sectors.
Sam has served in leadership positions during extended periods in Afghanistan, Iraq, and other Middle Eastern nations, Northeast Africa, the Eastern Caribbean and Southeast Asia. His work includes host nation development and sustainment projects, mentoring at top levels of governments, military and law enforcement organizations, infrastructure protection and risk mitigation, systemic logistics, transportation and communications systems roll-out support, along with subsequent institutionalization and transition to national level, regional and local public and private sector stakeholders. He has leveraged his broad base of leadership and multicultural experiences to develop and implement sustainable, bottom-up methods for development, economic growth, sustainment and security of clients.
During his earlier military career, Sam served with US and allied special operations forces, including four years commanding naval special warfare units (SEAL) and US military assistance missions overseas. He conducted multiple US and NATO deployments and exercises in Europe, Africa and the Middle East. He served as Department of Defense Lead for the 1982 regional US Presidential ‘Mini-Summit’ to Barbados; also he served thirty months combat operations in riverine, coastal and urban areas in Southeast Asia; and later as advisor to the Royal Thai Navy exercise development for antisubmarine, mine warfare, amphibious, Thai-Lao border riverine, and maritime special operations (SEAL) commands.

Senior Financial Analyst
Ralph Phillips is the Senior Financial Analyst and co-founded RTS GLOBAL CONSULTING with Sam Miess in mid-2013. He is recognized as an expert in the fields of Strategic and Operational Planning, Business Management and Continuation, Government-NGO-Private Company Contracting, Customer and Supply Chain Relationship Management, Dispute Resolution through arbitration and mediation, and Advanced Marketing and Advertising.
Mr. Phillips specializes in designing and implementing turnkey solutions – from initial assessment, to funding intricacies, and strategic development – for the clients and business partners of RTS Global Consulting. In addition, he supports our customer base in emerging markets, governments, and corporations by developing and implementing customized programs through our international network of world class experts.
From 1995 through 2011 Mr. Phillips was Finance Manager of Kensington Financial Services, Inc. an investment advisory firm. Kensington Financial provided fully customized, comprehensive Life Planning Services to a select customer base using proprietary in-house developed platforms. Ralph is Chairman of the Board of Trustees for the Lora Phillips Foundation Trust, (a nonprofit organization that provides scholarship assistance to college and university students in Western Pennsylvania) and a past member of Indiana University of Pennsylvania’s Eberly College of Business Advisory Council.
Mr. Phillips holds several certifications – Internal Auditor (CIA), Corporate Leadership (CLC), and Treasury Professional (CTP) and is pursuing others – Risk Management (CRMA), Sarbanes Oxley Trained Professional (SOTP), and Quality Inspector (CQI).
